H.R. 5197 & FEDERAL UPDATE
· The U.S. House and U.S. Senate are not in session as they are home for the elections, and are scheduled to reconvene on Tuesday, Nov. 16th. Please take this time to meet with them at home in their District Office or invite them to join you at your next Agency event. While speaking with them, encourage them to Co-Sponsor the new DSP wage bill, H.R. 5197. · Please sign the ANCOR National Advocacy Campaign Petition and support the new Congressional Bill H.R. 5197, the Direct Support Professional Fairness and Security Act of 2004 that will address the crisis in recruitment and retention of direct support professionals by providing increased federal funding. Visit www.supportnac.org to sign the Petition online. New York has been challenged by California to have the most signatures on this petition. Let’s show them that New York is the leader in Workforce initiatives and DSP advocacy.
· U.S. Treasury Secretary John W. Snow notified Congress that he must begin using accounting maneuvers to keep the $7.4 trillion statutory debt limit from being breached, causing a default.
CA GOVERNOR SIGNS STATE BILL ON NONPROFIT GOVERNANCE
California Governor Arnold Schwarzenegger recently signed into law the Nonprofit Integrity Act of 2004," which was sponsored by California Attorney General Bill Lockyer and modeled on the federal Sarbanes-Oxley law that applies to publicly traded companies. The law, which will go into effect Jan. 1, 2005, was designed to strengthen the governance of charitable organizations and prevent abuse in the area of fundraising. The governance provisions address requirements for financial audits, for audit committees, for public disclosure of audited statements and for board review and approval of executive compensation. The law's fundraising provisions stipulate that a charity "establish and exercise control" over their fundraising activities and also those activities conducted by commercial fundraisers for their benefit.

Workshops for the 2005 Annual Conference must elevate our awareness, strengthen our abilities, open our minds and hearts to innovation, and reflect the hopes and dreams of individuals with disabilities. You are invited to share your expertise, creativity, innovative experiences and the practical successes within your agency. Please submit all proposals for consideration by OCTOBER 29th, 2004.
