Al Kaplan|3.43% Trend|Leg. Day|Elsa Greenwald Died
AL KAPLAN LEAVING OMRDD NYSACRA has confirmed that, effective immediately, Deputy Commissioner AL Kaplan will be leaving OMRDD for the New York State Division of Budget. Al’s new title at DOB will be Deputy Budget Director overseeing the Health, Human Services and Education areas. Until his replacement is named, Jim Moran will be handling Al’s responsibilities at OMRDD. NYSACRA wishes Al the best of luck in his new position. 3.43% TREND ANNOUNCED Emergency/Proposed Agency Action published in the 1/22/03 NYS Register identifies a 3.43% trend for ICFs and HCBS waiver services, effective 1/1/03 for Region II and III and 7/01/03 for Region I. The Proposed Agency Action also annualizes the 3% COLA that was effective 12/01/02 for most non-trended programs. The Governor’s proposed budget is due out tomorrow and NYSACRA will complete a more detailed analysis of the OMRDD budget based on what is distributed at that time. The Governor’s budget will be available in printed format and on Compact Disk after 12 noon at the Capitol. It will also be available online at www.budget.state.ny.us. OUR SYMPATHIES TO THE GREENWALD FAMILY On January 24th, Elsa Greenwald, wife of long-time NYSACRA friend and trainer, Dennis Greenwald, died in a traffic accident in the Sullivan County Town of Wawayanda. We would like to express our sympathies to Dennis, who was also injured in the accident, and the Greenwald family.
