This exciting Second Annual Leadership Forum will address the following critical
policy issues:
Health Insurance –
With annual increases in
health insurance premiums expected to remain in the double digits, there is an
enormous impact on not-for-profit agencies that are already struggling with
recruitment and retention issues and intense competition with other employers.
How are we doing providing health insurance in our agencies in New York
and what is the forecast for the future?
Consumer Directed Supports and Services -There
is a direction towards supporting people with developmental disabilities to have
greater choice, control and access to individual supports and services.
How can we accomplish more supported living in New York State and how is it
different from what most agencies currently provide?
Accountability –
In the wake of Congress
passing the Sarbannes-Oxley Act to increase corporate accountability, many
states, including New York under Attorney General Elliot Spitzer, are
considering proposals to increase not-for-profit accountability. What
does the future hold for not-for-profits in New York State? What “Best
Practices” can be considered by agencies now?
Federal Oversight
– Many agencies are noticing increased oversight by CMS in the operation of ICF/MRs.
Why is the environment changing in this regard? What might agencies expect
in the future in the area of active treatment?

11:00-12:15: Keeping Workers Covered: Employer-Provided Health
Insurance Benefits - Survey Results, Niev J. Duffy, Ph.D., Research Director at
the J.F.K Jr. Institute for Worker Education, CUNY.
A
survey funded by the United Hospital Fund was undertaken by the J.F.K Jr.
Institute for Worker Education in conjunction with NYSACRA and with fiscal data
provided by OMRDD. The survey results will be provided and participants will
assist in the development of policy recommendations.

1:00-3:30 Critical Issues for Not-For-Profit Leaders

Implications of Sarbanes-Oxley Act on Nonprofit Agencies, John C. Olsen,
CPA, Dorfman-Robbie, Albany, N.Y
What is a good and
accountable not-for-profit? Mr. Olsen will provide an overview of the
Sarbanes-Oxley Act and the conditions that led to it. Although Sarbannes-Oxley
doesn’t currently apply to not-for-profits, what steps can be taken to prepare
for “like” provisions being adopted in New York State in the near future. Find
out what new provisions or controls might be needed for management and auditors.
2.
Essential Aspects of Supported Living and Strategies for NYS, Gail
Jacobs, Consultant, Madison, Wisc.
Ms.
Jacobs will provide an overview of the core components of supported living and
what makes it different from typical residential services. Her expertise stems
from providing training and technical assistance throughout the US and Canada
and as a founder and director for 25 years of Options in Community Living, the
first community living program in North America. Nuts and bolts New York
scenarios will be provided.

W198 & Active Treatment – Catherine V. Hayes, H & W Independent
Solutions, Granada Hills, Ca
Are you meeting the Needs
of Individuals You Serve? Over the past year, federal surveyors for CMS have
identified a number of people not in need of active treatment and have issued
the ICF/MR citations under W198. Ms. Hayes, (formerly of CMS), will examine in
this workshop some of the reasons why W198 has become a focus and how the
provider can better assess and determine if the consumer is in need of the
intensive supports that the ICF/MR program is set up to address.
4.
Reinvestment – Ray Seymour, RJS Consulting Services, Clifton Park, NY
Reinvestment strategies should be considered in any refinancing plan. Mr.
Seymour was instrumental in structuring OMRDD’s reinvestment policy several
years ago. He will review reinvestment protocol during this session and provide
insights and suggestions on working with local DDSO’s /OMRDD. Bring your
questions on refinancing and reinvestment.
