ICF RATE ADJUSTMENTS POSTED
The 2004-05 state budget called for a 5% cut in state agencies spending. In and effort to partially meet this directive, OMRDD met several times with providers and provider associations to examine alternatives to produce efficiencies. The ICF rate adjustments were an outcome of those meetings. The October 20, 2004 NYS Register has the proposed rule making changes for the ICF adjustments. The adjustments will be effective 1/1/05 for Upstate and Long Island and 7/1/05 for New York City. Agencies operating ICF in each region of the state will be ranked in one of five groupings based on the aggregate surplus or loss of all their ICF programs. Each of the five groups is assigned an ordinal weight. Group 5=5, Group 4=4, Group 3=3, Group 2=2 and Group 1=1.The adjustment will be determined by multiplying the number of ICF beds by the ordinal weight and then multiplying the result by $334. For example: an agency with 60 ICF beds that falls in the group 3 ranking will have a total reduction of 60 X 3X $334 = $60,120. The total impact of the adjustments will be a statewide $6 million reduction in funding for under 31 beds ICF programs. The proposed changes also allow for some reallocation of cost. General insurance costs are will be reallocated from base year administration to base year OTPS. Property and casualty insurance will be removed from base year administration cost. Property and casualty insurance cost report will be included in capital cost (a pass through). Expensed equipment cost from cost reports will be included in OTPS and will not longer be included in capital cost. The rate adjustments will be made prior to the reallocation of expenses.
