  • End of Temporary Medicaid Coverage for Medicare Part D Drugs

    OMRDD and State Department of Health (DOH) met to discuss various operational issues that both OMRDD and DOH continue to have with Medicare Part D. During the meeting, DOH staff indicated that it is likely that New York State's temporary Medicaid coverage of Part D beneficiaries will end o­n Friday March 31, 2006. After that date, the New York State Medicaid wraparound will be in effect (although the wraparound may end in June 2006). It's important to remember that procedures for use of the Medicaid wrap around require that the prescriber ASK FOR AN EXCEPTION REQUEST FROM THE PDP PLAN AND RECEIVE A DENIAL. If a plan has denied an exception request, the prescriber must call the New York State Medicare Verification System (MVS) and receive an MVS number, which must be included o­n a prescription that's intended to be filled under the Medicaid wraparound. Consequently, it's very important to begin focusing now o­n the process of submitting exception requests to plans, so that we can limit the kinds of process problems we had in the first weeks of January 2006.     Senate Finance Chairman Charles E. Grassley said today the U.S. Senate budget resolution to be marked up this week would not include the $37 billion in cuts to Medicare and Medicaid that President Bush sought in his proposed budget. But Grassley kept open the possibility that such cuts could survive via the House budget resolution. “Something would have to come out of conference,” he said. Grassley’s comments come as moderate Republicans have questioned moving forward with a significant package of budget cuts without bipartisan support in an election year. Senate Budget Chairman Judd Gregg, R-N.H., said Monday that cuts to entitlement programs this year were unlikely given election year politics. Sen. Pete V. Domenici, R-N.M., chairman of the Energy and Natural Resources Committee, said the budget resolution in the Senate would include a single instruction that would allow drilling in Alaska’s Arctic National Wildlife Refuge. Bush’s new budget proposal called for a net $65 billion in savings to entitlement programs over five years.
