ALERT: CONGRESS TO MAKE SECTION 8 HOUSING A CAPPED BLOCK GRANT!
This week, Congress is considering major changes to the Section 8 rental voucher program as part of final deliberations on the FY 2005 appropriation for HUD, including adoption of major portions of the Bush Administration's "Flexible Voucher" plan to convert Section 8 to a capped block grant program and create disincentives that will prevent local housing agencies from targeting rental assistance to extremely low-income households - especially people with disabilities who are on SSI.

STATE LEGISLATURE CONVENED – LITTLE ACTION
The New York State Senate and Assembly reconvened this week, but took little action. The Assembly chose to not go into session at all, instead meeting in closed-door party conferences in which they reelected their leaders. The Senate went into session for an hour to pass only one bill of statewide impact, overturning a state budget item that took court fines from local governments. No actual reforms were implemented, despite strong calls for reform. The Senate released a 36-page report entitled "Making State Government Work", outlining past and future reform efforts. The Senate plans to return to Albany on December 6, 2004. The Assembly is expected to return the first week of December as well.
LATE ELECTION RESULTS
Assemblyman Brian Higgins is the winner of the 27th Congressional District seat vacated by retiring Congressman Jack Quinn, after a recount. Senator Nancy Lorraine Hoffman has conceded defeat to David Valesky, the new Senator for the 49th Senate District. Senator Spano’s race is still too close to call, and the vote counting goes on.
ADDITIONS TO NYSACRA’S MANAGEMENT DEVELOPMENT SERIES
NYSACRA is pleased to announce an addition to our Management Development Series. The first is a two-part series on Management and Supervisory Skills by Bill Hoosty. Part I is designed to get the new supervisory up and running and to become effective. It will assist experience managers in solving problem areas. Part II picks up where the first part stopped and includes topics such as communication, leadership through relationship and communication.
