Children’s Services Forum Update

Last Friday afternoon, sixty-five participants from the NYSACRA
membership met in Schenectady to discuss the current state of
children’s services in the OMRDD system. In conjunction with our
strategic plan, NYSACRA wanted to receive input from agencies that
currently provide services to children as well as those who are
considering beginning to provide services to children. From the
information gathered at the forum, NYSACRA will consider all
options as it takes next steps that may include; forming an Ad-Hoc
Children’s Committee that will steer our future activities as they
pertain to advocating for children with developmental disabilities
and their families. From the afternoon’s well attended
brainstorming discussion, two key themes emerged; the NYSACRA
membership should begin to construct a set of principles to use
for advocating for improved services for children and then begin
to develop a system of care for children who are in crisis that is
inclusive across funding and regulatory streams and includes a
structure for cross-systems communication, collaboration, planning
and eligibility. If you would like more information from the

NPI

The National Provider Identifier (NPI) is the latest federal
mandate springing from the "administrative simplification"
requirement of HIPAA. Under NPI, providers request unique
identification numbers from a federal contractor. These new
numbers replace the current provider identifiers assigned by
Medicare, Medicaid, and private insurance carriers. CMS's final
rule requires all electronic healthcare transactions submitted on
or after May 23, 2007 to use NPI's. Legacy Medicaid Provider ID's
cannot be used after this date. Use of NPI will be mandated for
all services falling under HIPAA’s definition of healthcare. OMRDD
Counsel’s Office has advised that the following OMRDD services
qualify as healthcare under HIPAA: Article 16 Clinic, ICF’s, Day
Treatment, and Care At Home Waiver Case Management. However, the
following services are not healthcare: Medicaid Service
Coordination, All HCBS Waiver Services, and Ancillary Care At Home
Waiver Services (E-Mods, Respite). Providers that deliver
healthcare services will be eligible for NPI’s. Providers that
deliver only MSC and HCBS waiver services should not apply for
NPI’s. It is estimated that between 30 – 40% of OMRDD provider
deliver only MSC and HCBS waiver services. OMRDD will require that
MSC and HCBS waiver services be excluded from NPI claiming. It was
also suggested that providers that deliver both “healthcare” and
“non-healthcare” services contact their computer systems staff
and/or billing software vendors. We need to determine if there
will be any severe difficulties in developing billing systems that
could, for example, bill ICF services using NPI’s while at the
same time being able to bill MSC and HCBS services the current
way. Please provide feedback to NYSACRA on any potential problems.
OMRDD recommends that providers hold off on applying for NPI’s
until this guidance is issued in early October. See NYSACRA

The Fourth Annual Leadership Conference: Special Focus – How to
Build the Best Workforce On October 20th, 2006, NYSACRA will host
our Fourth Annual Leadership Conference, “Leadership and
Innovation for the Future” in Saratoga. In addition to the two
morning keynote addresses, there will be six breakout workshops
from which to choose in the afternoon. Leading up to the event, we
will provide a special focus on some the workshops in our News &
Views. It’s a well known fact that creating a stable direct
support workforce is imperative to our industry. “How to Build the
Best Workforce” features three executive directors who have gone
the extra mile in studying and implementing unique approaches to
our workforce crisis. In addition to having Regis Obijiski from
New Horizons Resources and Peter Smergut from Life’s WORC who will
share their agency’s experiences in workforce activities, we are
pleased to introduce Tony Thomas, Executive Director of Welcome
House in Ohio. Mr. Thomas is also the Co-Chair of the National
Alliance of Direct Support Professionals and he will provide the
framework of the NADSP’s model for a national credential for
