ELECTION DAY RESULTS FOR NY
Well, most of the votes are in and most of the races have been called, and in the end, it appears the status quo has won. Despite broad and vocal calls for reform, there were 17 Senators and 34 Assemblymembers who ran unopposed. In the State Senate, no incumbent lost, although Senators Spano and Hoffman races are too close to call. The only changes were from retirement, prosecution and jail in the case of Velella or potential advancement, such as Senator Kuhl who ran and won for Congress. A similar trend, although with different names holds true for the Assembly. Below is a list of the Senate and Assembly seats that will change hands in January. Also, two Congressmen retired, Amo Houghton, CD 29 and Jack Quinn, CD 27. U.S. Senator Chuck Schumer won a 71% victory for his second term. NYSACRA will report the final official results once they are available.

ICF SURPLUS/LOSS CALCULATION FOR RATE ADJUSTMENT
We have received several calls on calculations for surplus/loss for the ICF rate adjustment. The following trends and calculations are correct.
Trends:
2001 to 2002 - 3.69%
Retro trend - 3.0% Total 2001 to 2002 = 6.69%
2002 to 2003 - 3.43%
Retro trend - 3.12% Total 2002 to 2003 = 6.55%
2003 to 2004 - 3.2%
