NYS MEDICAID CLAIMS PROCESS -IMPORTANT NOTICE
The NYS Department of Health and Computer Sciences Corporation
will be publishing regular updates to keep providers informed about the status
of eMedNY Phase II processing implementation, scheduled for March 24, 2005. Some
of you are wondering what emedNY is? Info from the NYS DOH states: “It is the
name of the new electronic Medicaid system of NYS. This system allows New York
State providers to receive payments for Medicaid-covered services provided to
qualifying clients, and offers several features to make this process easier and
more convenient. The eMedNY contract is operated by Computer Sciences
Corporation (CSC), New York State Medicaid's fiscal agent, and involves a
complete replacement of the system currently in place. The new system is being
implemented in two phases: Phase I, which includes eligibility verification and
NCPDP pharmacy claim submission capabilities; and Phase II, which adds billing
functionality for all other claim types and features new, enhanced submission
methods.”
NYSACRA has been informed
that the NYS Department of Health and Computer Sciences Corporation will be
publishing regular updates to keep providers informed about the status of eMedNY
Phase II processing implementation, scheduled for March 24, 2005.
The new system will require
some changes based on whether to bill electronically or by paper claim forms.
Instructions are outlined on the website at
www.emedny.org before, during, and after the implementation for these
and other eMedNY related updates.
Some providers may
have difficulty in making their required changes for eMedNY Phase II by the
March 24 deadline for implementation. The NYS DOH is offering a short-term
transition plan to assist providers in their migration. PROVIDERS ARE REQUIRED
TO SUBMIT AN APPLICATION FOR TRANSITION PROCESSING BY MARCH 11, 2005. The
transition plan will be available for a three-month period only ending June 20,

extended the deadline of the Workforce Survey to March 11, 2005. To help aid in
our efforts to improve recruitment and retention NYSACRA would like information
on Vacancy, Overtime, Turnover and Salary. All figures should be based on

MEDICAID – WHAT'S THE FIGHT
ABOUT?
According to
Families USA, a Washington Advocacy
organization, “The notion of capping or cutting federal Medicaid funding isn’t
new. In the fiscal year 2003 and 2004 budgets, the President requested that
federal Medicaid spending be capped. His 2003 proposal promised the states
they’d have more “flexibility” in how they could administer Medicaid and the
State Children’s Health Insurance Program (SCHIP). In return, however, states
would receive a set amount of money—essentially a block grant—that was
considerably less than the states were projected to spend under current law.
Families USA estimated that such an arrangement would have reduced baseline
spending on Medicaid by $492 billion, or about one of every six Medicaid
dollars. Such a move could potentially have cut nearly 7.5 million people from
the Medicaid rolls.” This week the Senate and House Budget Committees will take
