STATE BUDGET 2005-06Today, NYSACRA President Robert Budd and Executive Director Ann Hardiman were invited guests at Governor George Pataki’s presentation of his Executive Budget and annual fiscal plan for 2005-2006, where they heard that New York’s $4.1 billion deficit for this year will drop to $2.7 billion next fiscal year. The Governor said that while the State’s economic picture continues to brighten and we have much to be proud of, his optimism is tempered by the real fiscal challenges facing our State. Despite the current economic environment, a reported $4.1 Billion deficit, and a mandate to reform Medicaid, the Executive Budget includes some minor cuts for OMRDD’s state and aid to localities budgets, but it also includes some generous additions, including significant trends for Medicaid programs. Some highlights from the OMRDD program include: A 1.1% retro trend for costs not recognized in the previous fiscal year. A 3.33% trend going forward for this year, for NYS CARES, NYS CARES II, HCBS, VOICF, Family Care, At-Home Res Hab., MSC, Day Hab., SEMP, & Prevoc Train. $80.2M funds available for NYS-OPTS initiative. (Same as last year) $31.9M for new NYS CARES II, with the prior 2 years fully funded for a total of $95.3M. 600 opportunities for in-home services. 140 new residential and 1640 new day services for individuals aging out of education services (including 750 new supported employment opportunities). An indeterminate amount in efficiencies to be realized by non-profit providers through streamlining and updates, as appropriate. (More details on Friday) Enhanced funding for providers to improve the health care of their employees. FSS that convert to HCBS waiver will have reimbursement without increased local share.
