HUD'S SUPERNOFA HUD's SuperNOFA published on March 21, 2005 included in its announcement the availability of funds for Supportive Housing for the Elderly and Persons with Disabilities, known as the Section 202 and 811 Programs. The HUD Buffalo Multifamily Hub will be hosting one application Workshop for both programs, where application procedures will be reviewed. There is no plan for the other area offices to hold a workshop around the announcement but calls might help to encourage them to do so. The Workshop will conclude with HUD Headquarters Section 811/202 Satellite Broadcast scheduled for 1:00 to 3:00 on April 21, 2005. STATE BUDGET SURVIVES VETOES! Governor Pataki and the Legislature arrived at an 11th hour deal Tuesday to complete a $106.6 billion budget for this year and avoid dozens of vetoes. He declared the spending plan -- which is $1.4 billion above the $105.2 billion he proposed -- "a good budget." The deal, he said, was easier to accept because revenues continue to arrive well above levels he predicted when he unveiled his budget in January. The governor gets $91 million more in health care cuts and a deal on a hospital closing commission. The governor said the "reforms" he won this year will allow him to authorize caps on the growth of Medicaid costs on counties and guarantee state takeover in 2008 of administration of the health care insurance program for the poor. The cuts should also help him convince the federal government that New York is doing enough cost-cutting to warrant $1.5 billion in extra Medicaid help over the next three years. Still, Pataki got about $440 million out of $1.1 billion in Medicaid cost cuts he sought. The cuts include a preferred drug list, which will include lower-cost prescriptions for state-sponsored health programs, and a slight increase in hospital revenue taxes.
