Attached is testimony prepared by NYSACRA to be submitted at the Commissioner’s Hearings o­n the OMRDD Five Year Plan. Please use it to help develop your own thoughts and testimony. The Commissioner’s draft plan is o­n the OMRDD website for review, as is the hearing schedule.

PRESIDENT RELEASES FY 2006 FEDERAL BUDGET


President Bush released his Fiscal Year 2006 Federal Budget this week. According Ron Pollack, Executive Director of Families USA: "The President's cuts of at least $45 billion in federal Medicaid payments is huge and will shift enormous costs to the states, an ill-conceived move that will add to the financial burden states are already experiencing. As a result, many seniors, children, and the sickest people in Medicaid will be devastated by a loss of health coverage.

"The enormity of the proposed $45 billion cutback is evident from the number of seniors and children who could be covered with the money eliminated by the Bush Administration's proposal. The dollar amount lost in the fifth year of the proposal alone is the equivalent of providing health coverage for over 345,000 seniors. It is also the equivalent of giving health coverage to almost 1.8 million children.

"The greatest damage will be done to the sickest, oldest, and most vulnerable people now receiving health coverage through Medicaid-seniors in nursing homes, people with catastrophic and costly illnesses, and millions of children. These people, who are misleadingly labeled "optional" beneficiaries, are the people who need health care the most.”

BACKGROUND CHECK INFO SESSIONS


OMR will be holding informational sessions throughout the State o­n the new Criminal Background Check Law (CBC) that goes into effect o­n April 1, 2005. These info sessions will be held twice o­n each day to accommodate the expected large audience. OMR requests that you bring no more than 2 people from an Agency. Actual training in obtaining fingerprints will occur at a later date, these sessions will help Agencies understand the law and their obligations. For more information come to o­ne of the sessions:

2/10/05 – Finger Lakes DDSO;
2/11/05 – Central NY DDSO;
2/16/05 – Long Island at Nassau AHRC;
2/17/05 – Metro NY DDSO.
