HUD'S SUPERNOFA –NYC APPLICATION WORKSHOP


HUD's SuperNOFA published on March 21, 2005 included in its announcement the availability of funds for Supportive Housing for the Elderly and Persons with Disabilities, known as the Section 202 and 811 Programs. The HUD New York Multifamily Hub will be hosting one application Workshop for both programs.

Note: Due to security clearance required in order to gain access to 26 Federal Plaza, those attending the workshop should leave ample time to be processed through security. Participants should enter through the Duane Street entrance rather then Broadway.

DAY PROGRAM EFFICIENCIES


OMRDD held the first meeting with provider associations last week to look at efficiencies in day programs. Specifically OMRDD is looking for efficiencies in Day Habilitation Services of about $6 million, a little less than 1% of the current total day habilitation budget. OMRDD is also looking for savings of approximately $4.4 million from Voluntary Sheltered Workshop Programs. The proposed day habilitation efficiencies will be effective on Jan 1, 2006 and would be implemented in a similar way to the last ICF efficiencies where agency amounts differed based on surplus and losses reported on CFRs. The proposed reductions in Workshop programs will be accomplished by asking agencies to implement cost savings on their own. Some agencies have already achieved savings through conversions made from LTSE contracts to HCBS waiver programs. Other agencies have not made as much progress. The task force agreed that these providers should now do their share as they have greater capacity to manage a state aid reduction by participating in the conversion. This will be examined closely to confirm that these providers can achieve similar results and if not for what reasons. Those agencies that have done the most prevocational and SEMP since 1995 will have the lowest state aid reduction to manage.
