MEDICAID ON THE ROPES: GOV.
APPTS INSPECTOR GENERAL!
In the wake of a series of investigative stories by
the New York Times on Medicaid in NY, followed by a rash of
editorials and follow-up articles, Governor Pataki announced the
immediate appointment of his former Division of Criminal Justice
Director and former Federal prosecutor, Paul Shechtman to oversee
the overhaul of the oversight. Pataki also will appoint a new
Medicaid Inspector General (MIG) who will be tasked with
integrating and efficiently coordinating and utilizing Medicaid
anti-fraud resources currently scattered among several state
agencies, including those within DOH, OMH, OMRDD, OASAS, OCFS, and
State Ed. The Governor will also invoke his executive powers
under the Moreland Act to give the MIG broad authority to subpoena
witnesses, administer oaths and examine witnesses under oath, and
require the productions of records deemed relevant or material.
In addition, the MIG will work with federal and local government
officials, and will work to coordinate its activities with the
Medicaid Fraud Control Unit (MFCU) in the Attorney General's
Office, the State Office of Welfare Inspector General (OWIG), and
the district attorneys throughout the state. For a link to the

CONFERENCE JOURNAL
On September 8, 9
and 10, 2005, the Self-Advocacy Association of New York State (SA)
will be holding its 14th Annual Self-Advocacy Conference at the
Marriott Hotel in Albany. Last year over 700 self-advocates and
supporters from across the state assembled, networked, and shared
their hopes and dreams for the future. This year’s conference
theme is: Self-Advocacy Opens up a Can of…Change!
SA is publishing a Souvenir Journal, which has raised over
$9,000 to help many self-advocates attend the conference. This
year they will use the funds to pay the expenses of support staff
for people who need assistance to attend. Subscriptions must be
