MEDICAID COMMISSION MEETS
The Federal Medicaid Commission met yesterday in an
introductory meeting. After introductions they gave an overview
of Medicaid, then took some questions from the group. No
substantive issues were discussed nor resolved. The next meeting
will be a two-day meeting, August 17th and 18th,
with the final report still due September 1, 2005, hardly leaving
much time for discussion or input.
ALLIANCE FOR FULL PARTICIPATION SUMMIT
REGISTRATION IS CLOSED
The
AFP Summit, “Many Voices, One Vision” reached its registration cap
of 2,000 on July 27, 2005. The Summit organizers are sorry that
everyone will not be able to attend, but the response to this
first-time event has been unprecedented. Our initial estimates
were for 1200 attendees. We are not able to accommodate more
than 2000 attendees. It is our hope to host another Summit in the
future and plan a larger meeting space. The New York Platform
that will be submitted to the Summit is on the NYSACRA website
under News & Issues. Goals were set in the following areas:
Quality, Leadership and Community Membership and Full
Participation. If you would like to be placed on a registration
waiting list as cancellations are received, people on the waiting
list will be given registration slots on a first come, first
served basis. Visit the Alliance website for information at
www.AllianceforFullParticipation.org. Placement on the
waiting list does not mean that you will be given a registration
slot.
PATAKI WILL NOT RUN FOR GOVERNOR AGAIN
Governor George E. Pataki confirmed that he would
not seek a fourth term as governor, saying that he was seeking
"new paths, new challenges" but was grateful for his time in
office. Pataki has spent the last ten and half years as Governor
and is the longest sitting governor in the United States. At the
same time, it frees Governor Pataki to explore a run for president
in 2008, something perhaps implied by a recent campaign-style trip
to Iowa. Governor Pataki said it was time to move on, explaining
that, "as elected officials we are only temporary stewards of the
people's trust."
MEDICARE PART D
At the last
Provider Council meeting it was decided that a workgroup would be
formed to coordinate and disseminate information about the
upcoming Medicare Part D pharmacy changes. OMRDD, provider
associations and agency representatives will share information on
this federal initiative. This initiative offers Medicare
beneficiaries the new opportunity to purchase prescription drug
coverage through Medicare Part D plans. For those that are dually
eligible for Medicaid and Medicare, Medicaid prescription drug
coverage will end on December 31, 2005 when the new Medicare drug
program begins. It will shift to coverage by either Medicare Part
D or a Medicare Advantage Plan. Information will be provided on
the drug plans beginning October 15. CMS will auto enroll people
that are dual eligible so there is no gap in coverage. Dual
eligibles can switch plans throughout the year. It is critical
that agencies assess who in their service system is dually
eligible. The workgroup mentioned above, that NYSACRA will be a
part of, will provide information that is greatly needed by
providers to help in implementing this new drug plan.
