The Rensselaer ARC will develop an "Affiliate", the mission of which will be to provide residential supports for 20 persons in highly individualized settings. The Rensselaer ARC (RARC) will develop an "Affiliate", the mission of which will be to provide residential supports for 20 persons in highly individualized settings. A total of 11 settings will be created as follows:

1. two settings for 3 persons,
2. five settings for 2 persons,
3. four settings for 1 person each.

Thirteen of these persons already receive residential supports from the RARC. Eight of them live in one IRA in Troy, New York. That 8 person IRA will be significantly restructured and downsized to 3 persons. Three other personsw will move from existing RARC settings into the Affiliate and each of those 3 vacancies will be made available to persons from the NYSCARES wait list. Two persons already in a RARC supportive site will transfer into the Affiliate. Finally, the Affiliate will support seven new persons from the NYSCARES wait list. Therefore, a total of 10 new persons will be provided residential supports.

The Affiliate will have features that distinguish it from the rest of the RARC, including but not limites to: live in or live near staff supports (i.e. supports will live where they work), different human resources practices, a no growth policy, the ability to contract for certain support functions (including Quality Assurance), heightened family and consumer involvement, integrated clinical supports and some blended day and residential services.

Most families and consumers from Troy, New York were involved in a major kick off planning event that combined elements of Beth Mount's Personal Futures Planning and Michael Smull's Essential Lifestyles Planning. Those not from 6th Avenue were involved in other planning sessions. Ongoing sessions and consultations were held with families and consumers. Either Service Coordinators or members of the RARC management staff led the planning sessions.

An Evaluation Committee will be established to oversee the evaluation process. Evaluation will be of both personal outcomes for the individuals supported and of certain organizational outcomes. Baseline data will be taken and retaken at various intervals. Comparable data will be taken on comparison groups in other residential RARC settings. Interviews and surveys will also be used to measure customer satisfaction.
