·  OMR BUDGET HEARING AT DOB

 

Every year each State Agency must go before the Division of Budget (DOB) to present its Agency State Budget, which for OMR includes the budgeted money for the voluntary not-for-profits.  Governor Spitzer vowed to open up the budget process, and yesterday OMR's Budget presentation was open to the public as well.  You can read Commissioner Ritter's budget testimony online, but some main points were: reducing the developmental center populations; reducing the reliance on "bricks and mortar"; promoting independence and choice; recognizing the importance of workforce and the need for diversity; restructuring programmatic and financial infrastructure; expanding services for families living at home; and inter-agency collaboration.  Through reinvestment of resources OMR hopes to provide some of these additional supports and services.  The one thing missing from the Budget presentation was any mention of actual budget numbers, except a total of $3.36B in General Fund spending, representing about a 4% increase.  One factor mentioned was the increase of $136.4 million for the annualization of the 2007-08 COLA.

·  NEW SCHIP BILL PASSES HOUSE, PREZ WILL VETO

 

The US House hastily passed a new version of the SCHIP bill, HR 3963 attempting to assuage Republicans who had voted against it, however, they picked up no support.  Most cited the lack of time to review the newly crafted bill, which President Bush has again promised to Veto.  This new version did have the Rehabilitation Reg moratorium, in fact, it extended it until 2010.  The expectation is that a third version will come out in the next few weeks that will get the remaining Nays to agree and it will likely survive any Presidential Veto.

   
 

·  NYSACRA AGENCY TECHNOLOGY SURVEY

·  PRESIDENTIAL FORUM ON EQUALITY, OPPORTUNITY AND ACCESS NEXT FRIDAY!

 

In a remarkable showing of support, Hillary Clinton is set to appear at a nationally organized disability related forum for Presidential candidates to be held in New Hampshire next Friday.  All the Presidential contenders have been invited, and many will either video in or send a family member to speak on their behalf.  This is a "must see" event that will be webcast live.  Groups are encouraged to host a showing and of course you can tune in at your desk or homes too.  It's next Friday November 2, 2007, from 8:30 am to 4:00 pm.  The webcast will be at www.hovrs.com beginning at 8:30 a.m., call Chester Finn at 518-474-5647 for info or visit http://www.gsil.org for more.
