| · OMR Joins NCI Project
|
|
NCI, National Core Indicators, is a nation-wide project that provides a systematic approach to performance and outcome measurement for state developmental disabilities systems. It exists as a collaboration between the Human Services Research Institute (HSRI) and participating National Association of State Directors of Developmental Disabilities Services member state agencies. One source of information used to measure quality indicators is a survey of consumers. OMR has a goal to conduct 700 of these surveys by June 30, 2008. Surveys will be conducted by OMRDD and DDSO Division of Quality Management staff. They were trained on the instrument on 2/28/08, and by now have lists of randomly selected consumers to participate in the survey. NYSACRA was able to attend the training, so we have a complete set of information about the project, including timeframes and the survey itself.
Providers will not be expected to conduct surveys, but they may be asked to complete two sections of it, a Pre-survey and Background Information. If a person selected for the survey has Medicaid Service Coordination, the MSC will be asked to fill out the two sections and return to the DDSO Liaison (there's a list of who has that role in each DDSO) by March 21. If someone does not have an MSC, the provider agency will be asked to complete those sections. The interviews will then take place from March 28 through May 1, so that data can be entered in June and submitted to HSRI by June 30. Because the cases selected for survey are chosen randomly, some agencies may not have any people surveyed. MSC and providers will receive a letter notifying them if any of their cases are in the sample. If so, the two sections of requested data contain basic demographic and descriptive information about the person's life and needs, in a very simple, mostly checklist format that should not take an hour to complete. | · Update on TCM Interim Final Rule
|
|
18 Senators (including Schumer and Clinton) sent a letter to Secretary of Health and Human Services Michael Leavitt, asking him to change the Case Management/TCM Interim Final Rule. These Senators included language in the Indian Health Services Act Reauthorization bill that would impose a moratorium on the case management/TCM final rule until April, 2009; the bill passed the U.S. Senate. In their letter, the Senators argued that the interim final rule goes beyond Congressional intent and that CMS overstepped their authority. Unfortunately, Leavitt responded that he would not withdraw the interim final rule. You can thank our New York State Senators for their support, and let them know the concerns still exist, so you need them to keep up the fight. In spite of the fact that the ruling is going forward, OMRDD has not yet issued any plans for changing Medicaid Service Coordination.

| · Money Management Assessment Form
|
|
OMR's revised Personal Allowance Regulations require a Money Management Assessment. Although they did not stipulate a specific form, they have received inquiries about suggesting a form that will meet regulatory requirements. In response, they are sharing a form created by Central New York DDSO. It was reviewed and approved by Quality Management. It will be posted on OMR's website with the other benefits information.
