Please contact U.S. Senators Schumer and Clinton and urge them to stand firm on the full moratorium of ALL 7 CMS Regs. The Bush Administration is attempting to break away two rules, graduate medical education (GME) and the public provider Inter-Governmental Transfers (IGT) rule, allowing a moratorium on them, but dropping the others from the bill, including the Rehabilitation Regs. This would mean the Rehab and other regs would go into effect or continue their effectiveness as originally planned and mean devastating cuts to funding and significant programmatic changes. Despite the victory last week in which the U.S. House overwhelmingly supported the bipartisan "Protecting the Medicaid Safety Net Act of 2008" (H.R. 5613), the U.S. Senate may not pass the bill. Do NOT let the Senate water down or break apart H.R. 5613, (which was placed on Calendar in Senate). Both Senators have sponsored S. 2819, a similar bill, and expressed support for H.R. 5613, but now we need them to stick-to-it and vote for the bill.
