NYSACRA is part of a multi-association group that is working together to create guidance for provider agencies on records; we hope to compile recommended standards for defining a record, schedules for storage and destruction, for security of both paper and electronic records, for transfer of records, and recommendations for creating your own policies and procedures. We are embarking on this task with the intention that the end result will be reviewed by state agencies before distribution to providers. As a starting point, the group will survey all our members to determine what products or parts of products we already have, then collect, sort and compare them. A recent conference on the changing corporate compliance landscape in New York State revealed a refreshing perspective from the Office of Medicaid Inspector General. Robert Hussar, First Deputy MIG, spoke of OMRDD Commissioner Ritter's remarks at the NYS Leadership and Accountability Conference they had both attended recently; he was so impressed with her definition of accountability that he borrowed her power point slides and incorporated them into his presentation. He wanted to make the point that OMIG's mission is not contrary to OMRDD's mission. He believes that a compliance program is about "doing things right and doing the right things" in regard to systems, transparency, and accountability. The Commissioner defined accountability as "a never ending journey of demonstrating value, doing things right and doing the right things." Robert's closing message was that the OMIG values patient-centered care, a quality focus, and transparency and fairness; they use data mining, data match, audit work, investigation and enforcement where there is evidence of fraud. · AT HOME RESIDENTIAL HABILITATION

OMRDD has convened three work groups to assist with redesign of at home residential habilitation. This category of service is very attractive because it allows OMRDD to expand supports for people at home; however, it needs to be properly funded and structured. NYSACRA is on the intensive AHRH workgroup, which has met twice this month; the goal is to resolve several discussion items so that a draft regulation can be prepared in June, 2008 with an implementation early in 2009. NYSACRA will hear from all work groups at an OMRDD provider association meeting that will discuss all of the recommendations.
