·  SENATOR BRUNO STEPS DOWN AS LEADER: TO RETIRE THIS YEAR

Senator Joseph Bruno announced he will not seek re-election and stepped down as Senate Majority Leader.  Dean Skelos of Long Island was elected Senate Majority Leader.  Bruno endorsed Roy McDonald as his successor in the 43rd Senate District, and he faces at least one Republican primary and two announced Democratic candidates.  Bruno served for 32 years in the NYS Senate, at 78, he is one of the longest serving elected officials.  His departure means an inevitable loss for the Capital District which benefitted from his stature, and shifts the base of power back down to Long Island, where it was just before Bruno took over as Majority Leader 13 years ago.  It is not yet clear if he will resign as well or finish his term on December 31, 2008.  On behalf of our NYSACRA Members we wish the Senator well in his retirement and thank him for his service to people with developmental disabilities and their families during his tenure.

·  NYS LEGISLATIVE SESSION ENDS IN A FLURRY - LIST OF BILLS

The NYS Legislature adjourned its session after midnight on Wednesday, passing a flurry of bills but leaving some very important ones undone.  Still unresolved is the fate of the IDA financing for not-for-profit groups, NYSACRA and IAC have a joint bonding program through an IDA.  We will keep the pressure on to get this resolved, and there is likely to be a brief session in July to get this and other issues resolved.  The new Senate Majority Leader Skelos has promised they will come back to resolve the property tax issue, such as the proposed 4% tax cap on schools, at which time they will likely take up the other measures left undone.

Please click on the links below or at the NYSACRA website, www.nysacra.org for a list of bills passed both houses and to be sent to the Governor, and a list of bills that only passed one house or were actively moving but died at the end of session.  If you have any questions, please contact Forest Cotten at NYSACRA, or view the following links to each of the bills and more info.  Direct link to the files are:
