· GOV ORDERS NEW 7% CUT, DUE TO $6.4B DEFICIT, CALLS LEGISLATURE BACK!

Gov. David A. Paterson said Tuesday evening that New York is facing a fiscal crisis in the wake of Wall Street's meltdown, and he called on the Legislature to return on August 18, 2008, to grapple with a $6.4 billion budget deficit that will grow to $26.2 billion over the next three years. In addition, he ordered state agencies to reduce spending by $630 million in the current fiscal year, roughly a 7% cut on top of the 3.35% reduction already included in the 2008-09 Enacted Budget, and implemented a hard hiring freeze. Reactions were mixed, with the Legislature not accepting the dismal outlook yet, amidst their re-election campaigns. The State Senate will return August 8th to pass the property tax cap, but the Assembly has refused to do so, citing concerns about undermining education. How the 7% will be implemented by OMR has not yet been determined, in fact, it's still not clear how OMR plans to implement the original cuts as partially restored by the Legislature in the enacted budget.

The House wrapped up business and left Washington for its five-week summer break, after passing the $118.7 billion Military Construction-VA spending bill by 409-4. It was the only one of the 12 fiscal 2009 appropriations bills to pass so far this session. Democrats are expected to roll most of the spending bills into a huge continuing resolution (CR) that would provide funding for most agencies at fiscal 2008 levels until early next year, when a new president will occupy the White House. This is a great time to catch up with your Congressional Rep at home in his District. Visit their office, join them at a Town Hall meeting or invite them to your site for a visit. A new brochure "How To Pay For OMRDD Services" is now on the OMRDD website in English and Spanish versions. The brochure can be found by clicking on the "Services" tab, then links at bottom to either "Information for Individuals and Families" or "Information for Providers" at www.omr.state.ny.us. Please feel free to share this information. The brochure was written to help individuals understand their responsibility to pay for the cost of services.
