· CHESTER FINN APPOINTED TO NATIONAL COUNCIL ON DISABILITY
|

In an official Press Release from the White House, President Obama announced his intent to nominate Chester Alonzo Finn for membership on the National Council on Disability. Chester is a Special Assistant with the New York State Office of Mental Retardation and Developmental Disabilities, providing services, supports, and advocacy to individuals with development disabilities and their families; in October of 2009 he was appointed to the OMRDD's Leadership Team. He is also President of the national board of Self-Advocates Becoming Empowered, Board Advisor to the Self Advocacy Association of New York State (SANYS) and a member of the Justice for All Action Networking Streaming Committee. Mr. Finn is also an active member of the Board of Directors for the ARC of the United States, the world's largest community based organization of and for people with intellectual and developmental disabilities. Mr. Finn is committed to fighting for the civil rights of people with disabilities. President Obama said, "I am grateful that these fine individuals have chosen to serve in my administration. They will bring a depth of experience and valued perspective to their roles, and I look forward to working with them in the months and years ahead." Chester has been a long-time NYSACRA friend and advocate and we send him our warmest congratulations. |

· U.S. SENATE SET FOR CHRISTMAS EVE VOTE ON HEALTH CARE REFORM

The U.S. Senate this week is in the midst of moving through various procedural votes geared to pass the Patient Protection and Affordable Care Act - the Senate's version of health care reform. The legislation seeks to extend health care benefits to 30 million uninsured Americans and requires individuals to obtain health insurance. It provides federal subsidies to assist eligible individuals to purchase private coverage and expands Medicaid eligibility up to 133% of the federal poverty level. The Senate legislation imposes fees and taxes to pay for the measure including an increase in the Medicare payroll tax and a new excise tax on high-cost insurance policies. The Senate bill also includes provisions of the Community Living Assistance Services and Supports (CLASS) Act to establish a new long term services insurance program. If approved, the next step in the process is to reconcile the Senate's version of health care reform with the House version which was approved last month. Both measures have major differences and merging the two proposals may present challenges. The House version of health care reform includes the government operated health insurance plan (the public option) which was dropped from Senate bill. The House bill does not include the excise tax on high premium insurance plans and the majority of Representatives oppose the tax. The U.S. Senate is slated to vote on health care reform on December 24th. |

· STATE SENATE TO HOLD PUBLIC HEARING ON THE EFFORTS OF THE OFFICE OF MEDICAID INSPECTOR GENERAL

The New York State Senate Standing Committee on Investigations and Government Operations will hold a public hearing to explore the prevalence of Medicaid fraud in the state and the OMIG's investigative efforts. The Committee also seeks to obtain information as to the OMIG's ability to achieve the $150 million in targeted savings included in the recently approved Deficit Reduction Plan. The hearing is scheduled for Thursday, January 7, 2010 in the Senate Hearing Room at 250 Broadway in New York City. Oral testimony is by invitation only. |
