Ann Hardiman will deliver NYSACRA's testimony on the 2009-13 Five Year Comprehensive Plan at the upcoming Commissioner's Forum to be held in Kingston. With a focus on the economic climate of New York State, the testimony highlights the areas of: the New York State Budget and the OMRDD Trend Factor; Direct Support Professionals; Continuing the Transformation Track to Individualized Supports; and Re-Focusing on Medicaid. · SHIFT IN POWER AT THE STATE SENATE

State Senate Republicans gained control of the New York State Senate on Monday and ousted Senator Malcolm Smith as Majority Leader. Senate leadership was reorganized with Senator Pedro Espada of the Bronx elected as Senate President and Senator Dean Skelos of Nassau County as Majority Leader. Along with the reorganization, the new Senate leadership adopted a series of rules reforms which include term limits for leadership posts and committee chairs, the elimination of proxy voting in committee, public broadcasting of all legislative proceedings (similar to C-SPAN), and even distribution of member items. Shortly after regaining the Majority, Senate Republicans dissolved Committee Chairmanships as well as all committee assignments. All of this week's scheduled committee meetings were canceled.
There remains speculation as to the continued political maneuverings, the roles in which individuals are playing, the agenda of the "Coalition Conference" and the next steps leading up to the scheduled end of the 2009 Legislative Session on June 22nd. We will keep you updated as the latest developments in Albany. |

· STATE REPORT RELEASED ON WELLS FIRE, COMMISSIONER RITTER ISSUES STATEMENT

The New York State Department of State, Office of Fire Prevention and Control (OFPC) issued a report on its findings related to the March 21st fire at the Riverview Group Home in Wells. The OFPC determined that the fire was caused by human error and also found several building code violations including inadequate inspection of safety devices. Commissioner Diana Jones-Ritter issued a statement on the OFPC report expressing appreciation for the independent investigation and subsequent findings detailed in the report. Commissioner Ritter's statement also includes OMRDD's "efforts to date" related to fire safety actions. The Times Union reported on the OFPC report.
