Phase One helped 12 provider agencies to increase their capacity to offer innovative, individualized supports. It was designed to create a learning community of practice and change by assisting agency staff in becoming committed change agents, and helping them explore new ideas, options, and possibilities related to innovation. A select group of provider agencies participated in Institute workshops and conducted independent field work including visits to Sites of Innovation. Each organization developed proposals to create individualized, innovative supports for people with disabilities.
