  • GUIDANCE FOR OIG AUDIT REVISED

  • Last week, NYSACRA passed along some guidance from OPWDD that was shared with the 74 providers who have been identified as part of the Upstate Phase of the OIG audit. The guidance assembled was based on the audit as experienced by New York City providers in summer and fall of 2010, and we thought it might be helpful to members in general.

    OPWDD just issued a revised version of the HCBS Waiver Services chart, because the first version had inadvertently contained some errors. Please disregard the information sent in the 12/30/10 issue of News and Views and instead refer to these attachments. You can access the materials here: Guidance Document for HSBC Waiver Services, Additional Documentation that may be requested by OIG, and HCBS Waiver Services Review Charts.

    OPWDD added this note: The documentation Review sheets are only a guide and are not all inclusive of what is required to fully document a service. All required information is contained in the Administrative Memorandum (ADM) for each of the HCBS Waiver Services. The service specific ADM is referenced at the top of each Documentation Review sheet.

  • Plans are well underway for the 2011 NYSACRA Legislative Day to be held at the Empire State Plaza in Albany. 2011 brings us new faces: a new Governor and new State Legislators and opportunities to establish and build upon key relationships. Now, more than ever, we should make the most of opportunities for our voices to be heard by public officials in Albany and our February 15th Legislative Day is the perfect venue! The timing of the 2011 Legislative Day is perfect as the proposed 2011-12 Executive Budget will have just been released.   • THE NEW STATE MEDICAID DIRECTOR & THE GOVERNOR'S MEDICAID REDESIGN TEAM
  • Jason Helgerson was appointed this week to serve as the State Medicaid Director by Governor Andrew Cuomo. Hergerson formerly served as the Medicaid Director in the State of Wisconsin. He is credited for creating the "Wisconsin model", a nationally recognized model used in Wisconsin to find efficiencies and cost savings in the Medicaid program. Stakeholders were involved in the process.

    Helgerson served as the Wisconsin State Medicaid Director and Administrator of the Division of Health Care Financing since March of 2007. He was Executive Assistant for the Wisconsin Department of Health & Family Services prior to his appointment as Medicaid Director and was also with the Wisconsin Department of Revenue. Helgerson has also served as senior Education Policy Advisor to the Mayor of San Jose, California and held key public policy positions in the City of Milwaukee and for Milwaukee Public Schools. He earned a Master of Public Policy Degree from the University of Chicago and a Bachelor of Arts Degree from The American University in Washington D.C.

    Through Governor Cuomo's Executive Order #5, issued on Wednesday, January 6th, a Medicaid Redesign Team is charged with identifying cost savings measures in the 2011-12 State Budget. Helgerson is the Team's Executive Director and will be joined by up to 25 voting members to be appointed by the Governor. The Team will begin work on January 7th and is required to submit findings and recommendations by March 1st. The Team will submit quarterly reports until the end of FY 2011-12 at such time group will disband. To review the list of participants on the Medicaid Redesign Team, click here.

  • The second in a series of monthly White House Disability Group conference calls will be held on Monday, January 10th at 3:00 p.m. (Eastern Time). The calls provide updates on various disability issues as well as to introduce persons who work on disability issues in the federal government.
